مشکل npm

باسلام
بنده تازه ویندوز عوض کردم و بعد از نصب با npm به مشکل خوردم
هیچ دستوری کار نمیکنه و ارور زیر بعد حدود 30 ثانیه نمایش داده میشه
ممنون میشم راهنمایی بفرمایید
