مشکل در حل ارور لاراول1

سلام دوستان
من دارم comments table دو تا تغییر انجام میدم و فیلد های article_id و user_id رو forign کنم با دستورات زیر

            $table->foreign('article_id')->references('id')->on('articles')->onDelete('cascade');
            $table->foreign('user_id')->references('id')->on('users')->onDelete('cascade');

این ها رو نوشتم و از دستور

php artisan migrate:rollback

استفاده کردم بدون هیچ مشکلی کار کرد

ولی بعدش که دستور زیر رو میزنم

php artisan migrte

تیبل ها ساخته میشه اما آخرش این ارور میاد دلیلش چیه؟؟؟؟
